_Job Summary_
Under the direction of the Bureau Chief, develops the strategy and directs the operations of Cook County's Human Resources Information Systems. Leads the ongoing implementation and management of the County's Automated Tracking Application System (ATAS). Serves as the Bureau's liaison for key IT projects including but not limited to Enterprise Resource Planning (ERP); time and attendance; recruitment; compensation; EEO; performance management and labor relations. Develops, implements, and modifies system requirements based on client needs analysis and is responsible for vendor management where applicable. Oversees the maintenance and integrity of employee database files and tables, and the development of custom reports to meet the requirements of the Human Resources function at respective departments & locations. Establishes metrics and quality control measures. Applies expertise in project management team dynamics facilitating change across multiple business units. Designs and implements progress tracking methodologies, process improvement and analytical techniques to plan and execute a project plan. Supervises employees to achieve HR department goals and objectives that require systems and technology related support.
_Minimum Qualifications_
Graduation from an accredited college or university with a Bachelor's degree is required. (Must provide original college/university transcript at time of interview)
Three (3) years of full-time work experience in Human Resources Information System Management and Technology is required.
Experience in the implementation and management of an Automated Tracking Application System and Project Management Certification (PMP) are strongly preferred.
One (1) year of supervisory experience is preferred.
Degrees awarded outside of the United States with the exception of those awarded in one of the United States' territories and Canada, must be credentialed by either the World Education Services (WES) or Educational Credential Evaluators (ECE). Original credentialing documents must be presented at time of interview.
_Knowledge, Skills, Abilities and Other Characteristics_
Comprehensive knowledge of systems development life cycle, business process analysis, and software testing. Strong knowledge of best practices of various project management tools and methodologies. Ability to work with business, technology and other stake holders to review requirement, define project objectives and to review status and issues. Ability to collaborate and positively influence others at a variety levels throughout the organization to achieve positive results and deliver quality projects on time and on budget. Skill with proven ability to solve complex problems within area of responsibility that require ingenuity and creativity. Ability to translate complex business processes into concrete technical requirements and confirm successful implementation. Excellent communication, leadership, organizational and motivational skills. Project Management expertise with a proven ability to collaborate and lead a team in successfully delivering projects on time and within budget. Skill in identifying and documenting specific HR application security and data integrity issues with the ability to propose resolution options from the perspective of key stakeholders.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
