Director, Planning and Capital Programming

The Regional Transportation Authority (RTA), located in downtown Chicago, is currently accepting applications to fill the Director, Planning and Capital Programming position.
The RTA oversees financing, secures funding, and conducts transit planning for the Chicago Transit Authority (CTA), Metra, and Pace.
The RTA manages these three Service Boards' five-year capital programs.
Also, to help riders with disabilities and older adults across Cook, DuPage, Kane, Lake, McHenry, and Will counties, the agency issues Reduced Fare and Ride Free permits, assesses eligibility for ADA Paratransit service, and oversees specialized travel training.

Under the direction of the Senior Deputy Executive Director, Planning & Capital Programming, the incumbent is responsible for directing and coordinating overall operations for the department.
The incumbent coordinates with the Chicago Transit Authority (CTA), Metra, and Pace (the RTA Service Boards), other government entities, civic partners, and department staff to support complex regional and local planning and programs; the regional transit capital program; data services and analytics; and grants management to ensure conformance with the RTA's strategic goals and objectives that support the regional transit strategic plan.
The position will have approximately five direct reports and a total team of approximately 20 staff.
The successful candidate should possess a strong understanding of the regional planning landscape, highly developed information-management, and people-management skills with a keen eye towards analytical and administrative excellence and demonstrated experience with innovation and collaboration both internally and with external partners.
Responsibilities include but are not limited to:
Develop, manage, and support the work plan for the department that consists of strategic and corridor planning, capital programming, local planning, data services and analytics, regional coordination, and program management.
Implement and support the strategic plan.
Oversee the development and administration of a five-year capital program for the RTA and Service Boards with a focus on enhancing collaboration, transparency, and communication.
Work in coordination with RTA's planning and capital team and the Service Boards to develop, implement, and monitor performance-based policies and transit asset management in terms of funding needs, implementation progress, and improved clarity in the capital program.
Develop meaningful capital program products to promote understanding and implementation of the adopted capital program.
Oversee development, evolution, and coordination of the Community Planning and the Access to Transit programs and management of projects.
Oversee the RTA's performance measurement program and provide ongoing integration with strategic planning activities.
Oversee the management, operation, and enhancement of the RTAMS public website, RTAMS internal services, and RTA geographic information systems (GIS) capability.
Oversee the regional signage program, the transit benefit program, and other regional coordination activities.
Oversee the administration of the federal Section 5310 Enhanced Mobility for Seniors and Individuals with Disabilities Program.
Oversee activities related to the pursuit, receipt, monitoring, reporting, and processing of federal and state grant funds received from the Federal Transit Administration (FTA), the Chicago Metropolitan Agency for Planning (CMAP), the Illinois Department of Transportation (IDOT), and other funding sources.
Guide the development and implementation of planning and analysis tools and models.
Coordinate and participate in planning and research activities with Service Boards, CMAP, other public agencies, universities, and non-profits.
Develop reports for and deliver presentations to the RTA Board of Directors, management, and staff; counterparts at the Service Boards, local and regional governments and planning bodies and other public transportation related entities.

Performs other related duties as required or assigned that contribute to the effectiveness of the department and RTA.
The ideal candidate has the knowledge, skills, and abilities equivalent to a bachelor's degree in related field including planning, public administration, engineering or operations research, other business, or government.
Advanced degree strongly desired in related field.
Desired certifications include PE, AICP, or other equivalent.
Other qualifications desired, should possess a minimum of seven (7) years of progressively responsible transit or transportation planning experience in a public or private planning or research concern including planning development and analysis experience in a project team environment.
Increasing supervisory and management responsibilities.
Demonstrated knowledge and experience with metropolitan transportation planning environments.
Demonstrated ability to manage complex transit planning studies and capital programs.
Familiarity with transportation modeling and forecasting methods and tools essential.
Excellent verbal, written, and interpersonal skills are necessary.
Ability to prioritize multiple tasks and projects while maintaining deadlines under pressure and managing resources.
Strong people skills including, supervising, coaching, mentoring, performance management, and developing teams.
Excellent computer skills especially in Microsoft Office suite, familiarity with enterprise resource systems, as well as keeping up-to-date technically and applying new knowledge to the job are also required.
This position requires flexibility and may require periodic after hours and weekend duty.
The RTA offers a competitive compensation and benefits package and reimburses for travel at the federal rate for mileage reimbursement.

Salary minimum to mid-point:
$128,066.
90 to $160,082.
55Candidates can expect salary offers that range from the minimum to the mid-point of the salary range.
RTA provides full pay ranges so candidates can consider their growth potential.
