Position Overview The Illinois Department of Public Health is seeking a highly motivated individual to serve as a Hiring Specialist for the Northern portion of the state, coordinating the Agency's Interview and Selection Process.
Serves as a Human Resources designated Interviewer for northern area.
Prepares for and conducts structured interviews to select candidates for generalized or specialized established positions within the agency.
Serves as a Recruiting Coordinator for the agency.
Gathers job information.
Designs and reviews interview questions, categories, and weights.
Evaluates candidate responses.
Receives, reviews, approves, corrects, or disapproves bid records and personnel hiring interview packets prepared by staff for accuracy, completion and compliance with collective bargaining agreements, Personnel Code and Rules, Pay Plan, Rutan and ensures appropriate documents and forms are attached.
Serves as lead worker.
Job Responsibilities 1.
Serves as a Hiring Specialist for Northern portion of the state coordinating the Agency's Interview and Selection Process and serves as a Human Resources designated Interviewer.
Prepares for and conducts structured interviews to select candidates for generalized or specialized established positions within the agency.
Serves as a Recruiting Coordinator for the agency.
Gathers job information.
Designs and reviews interview questions, categories, and weights.
Evaluates candidate responses.
Assures compliance with governing provisions and contracts.
Prepares related forms required by Personnel for processing.
Utilizes the Personnel Examination and Eligibility Records System (PEERS) to obtain personnel information, Electronic Eligibility List System (EELS) to requisition eligible lists and other systems/spreadsheets/documents as needed in the performance of posting and filling vacancies.
Develops and recommends methods and procedures for enhancing and streamlining work processes.

Receives, reviews, approves, corrects, or disapproves personnel hiring interview packets prepared by staff for accuracy, completion and compliance with collective bargaining agreements, Personnel Code and Rules, Pay Plan, Rutan and ensures appropriate documents and forms are attached.
Conducts all aspects of the interview process, works with Department of Public Health management to gather information to assist in preparing the hiring criteria and weights, interview questions including the RUTAN Supreme Court Decision, Absolute Veterans Preference, Personnel Code and Rules, collective bargaining agreements, Equal Employment Opportunity Commission (EEOC) and Americans with Disabilities Act (ADA).
Travels to conduct interviews statewide.

Serves as a liaison and primary contact person to provide assistance to Department of Public Health (DPH) management/supervisors, Central Management Services (CMS), Human Resources (HR) staff and others regarding related inquiries, i.

critical staffing needs, Rutan covered or exempt positions, 4d3 exempt positions, hiring and interview questions inherent to established policy, procedures and laws.
Utilizes PEERS, EELS and various other systems/spreadsheets/documents in conducting research.
Offers advice and support to management staff.
Coordinates with HR staff to address related issues.
Interprets and explains personnel policies and procedures.
Coordinates and completes required paperwork between appropriate parties.
Composes correspondence often of a sensitive nature concerning hiring/posting/process issues.

Serves as designated lead worker:
Assigns and reviews work.
Provides guidance and training to assigned staff.
Advises immediate supervisor regarding performance of staff.

Keeps abreast on personnel rules and regulations, and labor contracts as they reflect the administration and assignment of personnel activities.
Provides operational explanation and interpretation of same.
Maintains an up-to-date central information service on personnel policies and procedures, including reference material on CMS rules, handbooks, forms, exam announcements, labor contracts, etc.

Minimum Qualifications Requires knowledge, skill, and mental development equivalent to completion of four years of college.
Requires two years of professional human resource experience.
Preferred Qualifications Two years' experience performing recruiting functions.
Two years' experience as a certified interviewer preparing for and conducting structured interviews.
Two years' experience with hiring processes under collective bargaining agreements.
Two years' experience in the hiring process reviewing and approving hiring packets.
Two years' experience preparing hiring forms.
Two years' experience recruiting for vacancies.
Two years' experience using personnel related computer systems, software, templates and or other guides.
Conditions of Employment Requires the ability to travel.
