Position Overview The Illinois Department of Public Health is seeking a highly motivated individual to serve as Hiring Representative for the Northern portion of the state.
Performs all aspects of the interview process in the Northern area for the Department.
Travels to conduct interviews.
Independently and/or with employing managers prepares the hiring criteria and weights, interview questions and scoring criteria in preparation for the interviews.
Facilitates the hiring process based upon the decision of agency hiring authority.
Conducts formal job offers, prepares decision letters for interviewees.
Processes background checks.
Researches files, extracts information and compiles reports regarding personnel, classification and labor relations for specific and/or special projects.
Prepares and distributes job vacancy postings.
Collects bids and prepares bid records.
Serves as liaison to employees and managers, other agencies and the general public.
Prepares and processes the full range of hiring interview functions ensuring compliance with statutes, Executive/Administrative Orders, rules, policies and procedures.
Prepares reports and correspondences for management approval to address confidential and sensitive issues.
Maintains various logs, records and files.
Assists in the Transaction process.
Job Responsibilities 1.
Serves as a Hiring Representative for Northern portion of the state by conducting all aspects of the interview process.
Conducts background research prior to interviews by analysis of class specifications and current position descriptions and processes reference checks including employment and/or criminal, in consultation with other staff including Interview and Selection administration staff, Legal Office and Labor Relations.
Independently and/or with employing managers prepares the interview questions and scoring criteria in preparation for interviews.
Incorporates requirements when developing interview questions including Rutan Supreme Court Decision and Administrative Orders, Comprehensive Employment Plan, Absolute Veterans Preference, Personnel Code and Rules, collective bargaining agreements, Equal Employment Opportunity Commission (EEOC) and Americans with Disabilities Act (ADA).

Organizes and conducts structured interviews as a member of the interview panel often consisting of a combination of employing entity managers and/or technical experts.
Determines final interview scores for candidates based on comparison of candidate responses to interview questions and review entire score sheet used for interviews.
Completes and submits Employment Decision Forms to agency hiring authority when applicable.
Maintains required documentation and records.
Travels to conduct interviews.

Serves as liaison and provides assistance to agency management/supervisors, Central Management Services (CMS) and others regarding hiring related inquiries.
Offers advice and support to agency staff.
Coordinates with Human Resources (HR) staff to address related issues.
Interprets and explains personnel policies and procedures.
Coordinates required paperwork between appropriate parties.
Works with the Departments Recruiter to find qualified candidates.

Prepares reports, correspondence, memorandums, charts, graphs, etc for management approval to address management and/or other stakeholder requests.

Researches files, extracts information and compiles reports of a sensitive confidential nature.

Prepares, maintains and stores a variety of HR records and files.
Makes necessary or mandated adjustments to HR records and files.
Ensures the accuracy and validity of data reflecting HR classifications and ensures files and records are up-to-date.

Performs other duties as assigned or required which are reasonably within the scope of duties enumerated above.
Minimum Qualifications Requires knowledge, skill and mental development equivalent to completion of four years of college.
Requires one year of professional experience, preferably in human resources, or satisfactory completion of an approved training program.
Preferred Qualifications One year experience performing recruiting functions.
One year experience interpreting and applying governing documentation, or departmental policies and procedures.
One year experience with a structured interview process.
One year experience performing different aspects of the hiring transaction process.
One year experience preparing reports, correspondence, memorandums, charts, graphs etc.
One year experience performing special projects and management studies on hiring related areas.
One year experience preparing, maintaining and stores a variety of HR records and files.
