Health System Specialist - Education

Major Duties include:
Research and Analysis Work -Works with VHA DEO Offices within the VISN to support trainees in VA-sponsored programs that are shared among medical centers. -Supports trainees who receive support through Veterans Access, Choice and Accountability Act (VACAA), including providing OAA with information for congressional oversight and reporting. -Research and/or analyze problems, issues, or program requirements. -Review policies and handbooks from multiple services to identify problems that present to the service, interpreting information needed to rectify the situation, and develop effective solutions. -Reviews and assesses pertinent laws, regulations, policies and precedents which affect the use of program and related support resources. -Projects and studies major issues, program goals and objectives, work processes, and administrative operations of the organization -Researches and analyzes data submitted by clinical and non-clinical services for reports compiled for the Office of Academic Affiliations including the Health Services Training Report (HST), Annual Review f Residency Training Programs (ARRTP), Needs and Excess Report, and Allotment Requests. -Coordinates collation and tracing of input from clinical services to be used in the final analysis of resident activity on a monthly, quarterly, and annual basis. Training Program Administration -Uses advanced management and organizational principles and practices along with a comprehensive knowledge of planning, programming, and budgeting regulations, guidelines and process to prepare, review, and monitor the training budget. -Reviews and monitors expenditures and obligations with the training budget. -Serves as the Academic Education Service Webmasters and maintains the JBVAMC Trainee Education intranet website. -Converts documents into PDF fillable documents and SharePoint utilizing the standardized templates as needed to assure a uniform appearance of documentation. Training, Surveys and Accreditation -Identifies and determines training priorities, conducts surveys to assess knowledge of administrative staff, provides training, and administers programs. -Develops guidelines, instructional methods, materials, etc., and new or improved applications of educational technology to training programs. -Develop or obtain training aids and select pertinent government and non-government training resources. -Gather information, identify and analyze issues, and develop recommendations to resolve substantive problems of effectiveness and efficiency of work operations. -Develops and/or modifies procedures, courses, training guides and plans, and seeks alternative training sources. -Performs other related duties as assigned. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Basic - Individual Occupational Requirement:
Education GS-5 and GS-6 grade levels:
Major study - Hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Experience - Positions above GS-5:
Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative areas such as budget, personnel, and procurement. THREE (3) YEARS OF EXPERIENCE IN MANAGING ADMINISTRATIVE FUNCTIONS IN GRADUATE AND ASSOCIATED HEALTH EDUCATION IS PREFERRED BUT NOT REQUIRED In addition to the basic requirement as stated above the following is the experience requirement to qualify at the GS-11 grade level in this occupation. Experience:
At least one (1) year of specialized experience equivalent to at least the GS-9 level. Specialized experience is defined as experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position and that is typically in or related to the work of the position to be filled. Specialized experience for this position consists of:
ability to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve effectiveness and efficiency of work operations in a program or support setting; skill in adapting analytical techniques and evaluation criteria to measure program and/or organizational productivity; skill in developing new or modifying work methods, organizational structures, records and files, management processes, staffing patterns, procedures for administering program services, guidelines and procedures, automating work processes, administrative support functions or program operations; skill n conducting interviews with supervisors and employees to obtain information; knowledge of creating, maintaining, and implementing an internal audit system; ability to set up and utilize a process to track and provide an audit trail for expenditures such as travel, registration at meetings and conferences, course tuitions, etc.; ability to perform advanced functions utilizing computers, various word processing packages, spreadsheets, and database programs; knowledge of Lean Performance Improvement and ability to oversee quality improvement processes; and skill in applying complex fact finding, analytical and problem solving methods and techniques to identify interrelated program problems, draw conclusions and recommend appropriate action or solutions to improve program efficiency and effectiveness. Evidence of specialized experience must be supported by detailed documentation of duties performed in positions held. Please provide such documentation on resume. OR Substitution of Education for Experience GS-11:
Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, obtained in an accredited college or university, or LL.M., if related, may be substituted for specialized experience to qualify for this grade 11, Health Systems Specialist position. Ph.D. or equivalent doctoral degree must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study If that number cannot be obtained from the school, 18 semester hours will be considered an academic year of graduate study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. NOTE:
TRANSCRIPTS REQUIRED. OR Combination Education and Experience GS-11:
Equivalent combinations of successfully completed graduate education and specialized experience directly related to the work of the Health Systems Specialist position may be used to meet the experience requirements for this position. For example, nine (9) months of appropriate specialized experience equivalent to GS-09 (75 percent of the experience requirement for GS-11) and 2 years of successfully completed graduate level education. (50 percent of the required education, i.e., the applicant has year of graduate study beyond that required for the GS-09), would exceed the total requirement and be qualified for the GS-11 position. NOTE:
Only education in excess of 2 full years of progressively higher-level graduate education may be used to qualify at the grade 11 level. TRANSCRIPTS REQUIRED. You will be rated on the following Competencies for this position:

The work is typically performed in an adequately lighted and climate-controlled office. Will require travel to other office locations within the healthcare system, the VISN and the academic affiliates. This position is suitable for telework. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
