Compliance Analyst

The Compliance Analyst will be responsible for Assisting with the preparation of internal and external financial reports, reviewing all reimbursable grant claims, monitoring payroll distributions and Oracle modules interfaces. The position assists with the preparation of the Comprehensive Annual Financial Report (CAFR) and related modified accrual and full accrual financial statements and footnote disclosures. Also Assistiing with the implementation of new accounting standards from the Government Accounting Standards Board (GASB), regulations from the U.S. Office of Management and Budget and Illinois State Board of Education, etc. Integral in performing analyses to ensure the accuracy and integrity of the general ledger and tracking the department's progress in the implementation of audit recommendations.
Key
Responsibilities:
a) Assists in the District's preparation of financial reports including the CAFR, interim/quarterly financial statements, ISBE's Annual Financial Report, Schedule of Expenditures of Federal Awards (SEFA) and Single Audit Report.
b) Reviews reimbursable grant claims, expenditure reports and closeout documents to ensure accuracy, completeness and timeliness.
c) Assist the Finance department in ensuring compliance with Governmental Accounting Standards Broad (GASB) Standards, Government Finance Officers Association (GFOA) Best Practices and Advisories, U.S. Office of Management and Budget (OMB) Guidance, and other Federal, State and Local regulatory directives.
d) Ensure timely and proper application of Governmental Accounting Standards Board (GASB) Statements, Interpretations, Concept Statement and Technical Bulletins.
e) Assists in the development of the District's position to auditors, external parties in regards to accounting issues and financial statement presentation.
f) Minimize the risk of non-compliance with Federal, State and Local requirements and deadlines.
g) Update Oracle Security Rules and Cross Validation Rules in the General ledger (GL) and work with the Controller on year end mass PO closing process.
h) Assist with annual department budget preparation and monitoring as needed.
i) Assist in the development of the plan for year-end tasks for all Oracle modules for transition from one fiscal year to the next and work with Procurement, Budget, ITS, Payroll, Procurement and other Finance users to execute.
j) Assist in enhancing and strengthening internal controls and increasing process efficiency and effectiveness.
k) Review all Finance department policy and procedural changes to business and accounting processes and manuals.
l) Prepare the most complex financial calculations and audit related work-papers and schedules.
m) Assist with the submission of required annual reports with regulatory agencies such as City of Chicago, Cook County, State of Illinois Comptroller, GFOA and Association of School Business Officials.
Education and
Experience:
Education Required; Bachelor's Degree in Accounting, Finance or Business Administration; Master's Degree and/or Certified Public Accountant are preferred
Experience Required: 5 Years in a large government organization; Large Government CAFR Preparation
Computer Skills:
Advanced Microsoft Office skills, including Excel, Word and PowerPoint; Oracle Financials, SQL programming language is a plus. Advanced Oracle experience in a large government organization is required.
