Engineering Technician

This position serves to provide estimates the quantity of material required, based on estimates of time, labor, material costs, and completion dates. This includes the coordination of work orders and control of costs associated with all maintenance and repair work. The incumbent shall assure that maintenance and repair costs do not exceed the limitations established. The position also is responsible for the management of contracts associated with elevators, grounds and other miscellaneous orders as directed by the Assistant Chief or Chief Engineer. Oversees the maintenance contracts for the keeping of the facility grounds. Major Duties:
-Determines labor and material costs for minor construction repairs and maintenance. -Visits the work site to gain information on the scope of work, amount and type of material required and various problems inherent in the work. -Reviews drawings, blue prints and specifications as required to prepare instructional data to the shop forces, via work orders. -Responsible for key control on the station and is responsible for the oversight of keys and the card data; contract management, Engineering Equipment Inventory Listing (EIL). -Reviews all plans, sketches, specification and other directives furnished by the Assistant Chief or Chief of Engineering Service, required to prepare work orders sufficient to enable the shop mechanics to proceed without delay in accomplishing work. -Estimates the quantity of material required by applying his own knowledge and experience through discussion with the Chief of the Maintenance and Operations. Prepares estimates of time, labor, material costs, and completion dates and submits to the Assistant Engineering Chief for approval. -Responsible for the management of contracts associated with elevators, grounds and other miscellaneous orders as directed by the Assistant Chief or Chief Engineer. Oversees the maintenance contracts for the keeping of the facility grounds. -Performs other related duties as assigned. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-8. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. GS-9 GRADE REQUIREMENTS:

Experience:
One (1) full year of specialized experience equivalent to at least the GS-8 grade level that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience includes:
a thorough knowledge of building and utilities trade practices, knowledge of various codes and standards, both VA requirements, state and national, which include ASME, ANSI, NFPA, OSHA, and NEC; extensive technical knowledge of architectural, plumbing, HVAC, steam distribution and electrical systems; must be able to read blue prints, specifications, and sketches and to visualize all phases of the work to be performed, drawing upon past experience within the trades for solution of planning problems; ability to plan and monitor programs and/or projects to assure compliance with applicable objectives, standards and requirements; technical knowledge of general safety practices to conduct inspections of medical facility operations where exposure and type of hazard is predictable in advance; General understanding of medical facility work processes, systems, equipment, machinery design, waste water and hazardous waste treatment and storage, material handling, and related environmental controls to identify basic causal factors contributing to accidents and resulting in hazardous working conditions. Examples of qualifying specialized experience includes technical work in drafting, surveying, construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as:
1) Planner and estimator who analyzed designs for production purpose; or 2.) Instrument maker or model maker who performed design or development work on devices fabricated. OR Education:
Two full years of graduate education or a master's degree in the appropriate field of engineering, or a closely related discipline. This education must have been obtained in an accredited college or university. One year of full-time graduate education is defined as 18 semester hours, or the equivalent -or- the number of credit hours that the school attended has determined to represent 1 year of full-time study. Incumbent must continually go into out-of-the-way places on the station including attics, crawl spaces, and steam tunnels. This requires much walking, kneeling, stooping, crawling, and climbing ladders.
